
Džeina Gaile
Acting Researcher and University Teacher, Faculty of Law, University of Latvia
Džeina holds a PhD in Law from the University of Latvia and an LL.M. in Public Procurement Law and
Policy from the University of Nottingham. She is a public procurement law expert with over 17 years of
experience in both the public and private sectors. Her professional background spans managing public
procurement procedures, advising contracting authorities and suppliers on the application of public
procurement law, and representing contracting authorities in procurement review proceedings before
the Procurement Monitoring Bureau. She has held senior legal and advisory roles across government
institutions, state-owned enterprises, and private law firms, and currently combines legal practice with
academic research. Džeina specializes in public procurement, procurement policy, and regulatory
compliance, bringing together extensive practical expertise with a strong academic foundation in the
field.
