Roxana Vornicu

Roxana Vornicu is a lawyer and academic specialising in public procurement, construction and infrastructure projects, with a practice spanning both contentious and non-contentious work. She advises on the structuring and delivery of major infrastructure and energy projects, procurement strategy and complex contractual matters, and acts in high-value disputes before Romanian courts and in domestic and international arbitration.

She is a Managing Partner at Sirbu&Vornicu Law in Bucharest Romania and her practice focuses particularly on complex construction, public procurement and administrative disputes. Alongside contentious work, Roxana advises public and private sector clients on project structuring, procurement and contracting strategies, risk allocation and the implementation of major projects, with a particular interest in collaborative and innovative approaches to project delivery.

Roxana is also a Senior Lecturer at King’s College London, Centre of Construction Law and Dispute Resolution. She holds a Magna Cum Laude PhD in public procurement remedies, undertaken across Italy, France and the United Kingdom, and her academic work focuses on procurement law, construction law, dispute resolution and infrastructure delivery. She regularly speaks at international academic and industry conferences and contributes to research at the intersection of procurement, contracting and major project delivery.

At King’s, Roxana has contributed to several research initiatives concerning construction procurement and collaborative contracting, including for example research undertaken jointly by King’s Centre of Construction Law and the University of Cambridge Laing O’Rourke Centre for Construction Engineering and Technology (CDBB) on procurement strategies for incentivising the use of BIM and other digital tools, collaborative delivery and optimising whole-life outcomes.
