Ximena Lazo Vitoria

Ximena Lazo Vitoria is Professor of Administrative Law at the University of Alcalá. Her main research focuses on concession contracts, public-private partnerships and strategic public procurement, with particular attention to green and sustainable public procurement. Since 2021, she has been a member of the Plenary of the National Evaluation Office (Oficina Nacional de Evaluación, ONE), within the Independent Office for Regulation and Supervision of Public Procurement (OIReScon, Ministry of Finance), a specialised body responsible for the ex ante evaluation of concession contracts. She directs the Chair in Green Public Procurement at the University of Alcalá and the Biodiversity Foundation, and coordinates the University of Alcalá Green Public Procurement Research Group. She is also a member of the PERSEA Network on Sustainable Public Procurement between Europe and Latin America. She has published extensively on public procurement and concessions. Since 2025, she has been a member of the European Commission’s Stakeholder Expert Group on Public Procurement.
