Martine is a public procurement lawyer with nearly twenty years of specialised experience in European procurement law. She is recognised for her deep expertise in the Dutch municipal procurement practice and her ability to translate complex European rules into practical realities for local authorities.
Since 2024, Martine has been involved in the advocacy efforts on behalf of Dutch municipalities for the revision of the EU Public Procurement Directives. She plays an active role in the European legislative process. Martine supported the shadow rapporteur of the European Committee of the Regions (Cor) in the contributing to the Opinion on the “Evaluation of the Public Procurement Directives” (2026). 
Also, she works closely with several European networks to help shape the new EU public procurement rules, for example: the Council of European Municipalities and Regions (CEMR), the Urban Agenda for the EU on Public Procurement, and SGI Europe. 
Martine often teaches courses, speaks at conferences, and hosts webinars on European procurement law — with a current focus on the upcoming revision of the Directives. Her approach: bringing a practical reality into the new procurement rules shaped in Brussels.
