Paolo De Iturbe is a project management, governance and public procurement consultant with thirty years of experience across public and private sector organizations, internationally. He is Founder and Managing Director of Saba Consulting, based in Switzerland, and a UNI 11648:2022 certified Project Manager, PMP®, SMC® and ISIPM-Maturitas® Assessor.

His work focuses on the interface between project governance, procurement and contract execution: how public organisations translate strategic objectives into structured initiatives, establish effective governance and decision-making arrangements, and manage procurement and contracts as integral components of project delivery. He advises public authorities and management teams on project, programme and portfolio governance, planning and control, risk and stakeholder management, contract management and organisational project management capability.

His professional experience spans business and management consulting; infrastructure, civil works and construction; transport, logistics and distribution; engineering and plant systems; public administration; military aerospace and naval sectors; healthcare and pharmaceuticals; innovation; and information and communication, including sectors formally recognised within the scope of his UNI 11648 professional certification. His background also includes designing and auditing ISO 9001, ISO 14001 and ISO 45001 management systems, adding a management-systems perspective to governance, organisational effectiveness and continuous improvement. He is also a contract lecturer at LUISS School of Government in Rome, Italy and an ISIPM-accredited trainer, combining professional practice, facilitation and applied learning to strengthen governance, decision-making and delivery capability.
