Professor Dr Steven Van Garsse is Dean of the Faculty of Law at Hasselt University and is admitted to the Brussels Bar as an attorney-at-law. He teaches administrative law at Hasselt University and public contract law at the University of Antwerp. He is an internationally recognised expert in public procurement, concessions and public-private partnerships, with over 25 years of academic and practical experience. A former director of the Flemish PPP Unit, he advises on complex infrastructure projects and dispute resolution. He has authored more than 100 publications and has contributed to UNECE’s work on PPPs for over a decade. He serves as Vice-Chair of the UNECE Committee on Innovation, Competitiveness and Public-Private Partnerships (CICPPP).
