Lawyer with extensive experience in public procurement, project finance and PPPs. Practised in Rome and London and employed since 1996 in the Legal Compliance Directorate of ANAS S.p.A. He served for 14 years, from its establishment, as a member of the Project Finance Technical Unit (DIPE–CIPE) at the Presidency of the Council of Ministers; subsequently he was a member of the Technical Mission Structure at the Ministry of Infrastructure and Transport and acted as the Implementing Body for the Prison Plan with responsibility for PPPs on behalf of the Ministry of Justice. He is the author of numerous publications on project finance and public procurement and works as a trainer and consultant for public administrations and private operators.
