Workshops
The workshop themes presented in this catalogue reflect the priorities that emerged from the European Network discussions and from the EUPPM Report on the Professionalisation of Public Procurement in Europe.
Each participant may attend one morning (AM) workshop and one afternoon (PM) workshop. Workshop preferences will be collected during registration and assigned according to availability.

INTRODUCTION
In 2026, European public procurement policy enters a crucial phase of reform and strategic consolidation
At 14% of GDP, public procurement is not just a number — it is a lever to spend better and boost competition
The preparation of the Conference has been supported, since January, by an informal network bringing together more than 130 buyers, experts, and professionals from across the sector.
In May, the first EUPPM Report on the Professionalisation of Public Procurement across 32 countries was unveiled at the European Parliament, offering a comprehensive overview of the capabilities and development needs of Europe’s public buyers.

ORDINARY FEE 400€
The fee charged to economic operators is set at twice the standard amount.
The participation fee covers all costs related to attendance at the event, including coffee breaks, meals, participation in the gala dinner on 16 October, and transfers Naples/Pompeii on 17 October.
Among the services offered to participants, the fee also includes:
- a guided tour of the historic center of Naples on 15 October.
- a visit to the Archaeological Park of Pompeii on 17 October

As the European Union advances its draft reform of public procurement rules, the Conference aims to serve as a platform for dialogue among all stakeholders in the sector — at European level and across the roles of buyers, experts, and operators. Each participant can contribute to improving the quality of the regulatory framework that will shape public procurement for the decades to come.
The conference forum will take shape through thematic workshops, where speakers, facilitators, and participants will engage in in-depth discussions.
Each participant may attend, subject to registration, one workshop in the morning and one workshop in the afternoon.

The goal is to identify key points to bring to the attention of EU institutions, ensuring that the rules align more closely with the needs of the market, buyers, and economic operators.
17th October
The Position Paper emerging from the workshops will be presented at the Archaeological Park of Pompeii, where a guided tour of the site will also take place at the conclusion of the Conference.
Speakers and facilitators will consolidate the key discussion points into a document that will be transmitted to the European Commission and the European Parliament, contributing to the construction of the future regulatory framework of the Union.
Depending on the number of participants, two groups will be formed, alternating between the workshop sessions and the guided visit to the archaeological site.
